However a government of whatever stripe would never allow this as then the House of Lords would have a greater democratic ligitimacy than that of the Commons. Presumably they will employ the same tactic with the ID card bill. Reform is paramount if we want the 2nd chamber to be anything other than a rubber stamp for bliar's personal agenda.
