<description>The House of Lords needs to be an elected assembly and elected by PR. However a government of whatever stripe would never allow this  as then the House of Lords would have a greater democratic ligitimacy than that of  the Commons. It is first necessary to reform the electoral system for the Commons

<description>Labour only managed to get the revolting Children Bill passed by dragging in labour peers such as Ruth Rendall who don't normally turn out to vote. Presumably they will employ the same tactic with the ID card bill. Reform is paramount if we want the 2nd chamber to be anything other than a rubber stamp for bliar's personal agenda.
